Why is this not a real lock?
Because the entry only disappears from the bar. The address behind it stays reachable as long as the role holds the matching capability.
How do I get a real lock?
Through the capability matrix: without the capability, WordPress turns the request away itself, entirely without this plugin.
Why is the Kakapo Roles page not on the list?
Because you would be taking away the very path on which you could undo the lock. On an installation with exactly one administrator that would be a dead end with no way out.
