Which status code should I use?

301 and 308 say: moved permanently. 302 and 307 say: only temporarily. When an address has finally moved elsewhere, 301 is the usual case.

What happens with a duplicate source path?

The rule is rejected. That way a path can never have two targets, and you see straight away that the rule already exists.

How do I tell whether a rule is still needed?

Every rule counts its hits. Rules without hits you can clean up; frequently used ones show you which old addresses are still in circulation.
