Why doesn't the plugin write the text itself?
A good alternative text describes what is in the picture. Only a program that looks at the picture can do that, and for that every image would have to go to an outside service. The suggestion from the title or file name is therefore a start that you turn into a good text in seconds.
What does “decorative” mean?
An image that only decorates and says nothing should carry an explicitly empty alternative text. Then the screen reader skips it instead of reading out a file name.
Do the texts stay if I delete the plugin?
Yes. The alternative text sits in the field WordPress provides for it. It belongs to WordPress, not to this plugin.
