Does every user have to use two-factor?
No. You can switch it on globally or for individual users. That way you roll it out step by step, without everyone being affected at once.
What happens after entering the password?
The login is only complete once the code is right as well. A stolen password alone is no longer enough.
Can I start with the administrators?
That is exactly what the per-user setting is for: the accounts with the widest rights first, the rest follow when you are ready.
